At the same time, I didn't have anything from Bitwig in the Program Files - version 5.2 always works with the cursor shifted, and 5.1.9 works fine. But I didn't buy a license for the outdated version, but for the new 5.2Built-in graphics is just a videocard, it's supported by Bitwig 5.2. It's running fine on a 10 year old box here.
For deleting the Bitwig 5.2 prefs; open %userprofile%\AppData\Local\Bitwig Studio\prefs\
there you'll find a file 5.2.prefs. delete it, start 5.2 and see if something was improved.
If not, something you might try; zip C:\Program Files\Bitwig Studio\ to a file as a backup.
Do the same with the folder %userprofile%\AppData\Local\Bitwig Studio\
Install 5.2, run it.
Once you did your support tasks: unzip the 5.19 folder from the first zip file and place it in the root of C:\Program Files\Bitwig Studio\.
Start Bitwig 5.19 from the folder you just copied there. 5.19 should work fine now, as long as you only open 5.19 sets and open them from only from Bitwig itself.
If it's messed up you can uninstall 5.2 and copy all files from the zips to their original location.
And yes, I confirm again that the problem is most likely in my built-in graphics card, "10 years old", as you said (HD Graphics 4000). I found out this empirically by installing 5.2 on my wife's computer, which is on the same platform, with the same processor and with the same Windows, but which has a GeForce 1050Ti - there is 5.2 without glitches with the cursor.

Anyway, my box also uses the HD4000. But in the first beta it crashed on it.
I thought that they would not put any effort in fixing this for such an old pc and 5.1 would be the last version for this machine. So to be able to run the betas i put in an old geforce and that's been running all that time. I just forgot about that.
Now if i use the hd4000 output Bitwig still uses the geforce and works great.
If i disable the gforce i get something like you described.
But when i toggled the full screen switch (a centimeter right of where it is): the cursor worked fine.
I could drag stuff from the browser, add notes, use mixer etc. But then the buttons on top of the screen like edit or add don't work at all. So it's probably not just a problem on your machine.
If you want i can write to support, so they have more cases.
